Job Title: Environmental Specialists & Chief of Party

Chemonics seeks an environmental compliance specialist, curriculum development specialist, and a chief of party for the anticipated USAID-funded Education for Environmentally Sound Oil Management project in Uganda. Responsibilities include:

    Provide overall project leadership, management, and technical direction for the program
    Oversee and manage technical work and build strong relationships with Ugandan counterparts, particularly Makerere University, to create new advanced degree programs for prospective students​
    Serve as the primary liaison with USAID, government counterparts, and Makerere University partners
    Manage and supervise the work of project personnel and subcontractors
    Ensure that all project assistance is technically sound and appropriate

    Oversee project work planning, performance management, and strategic communications

Qualifications:

    Bachelor's degree required; advanced degree in education administration, environmental management, or related field preferred for the environmental compliance specialist and the curriculum development specialist
    Advanced degree in education administration, environmental management, or related field required for the chief of party
    Minimum 10 years of senior-level experience designing, implementing, and managing environmental education projects in international settings
    Experience developing degree programs, educational curriculum, and short-term training programs in oil and gas resource management, and/or biodiversity conservation
    Experience working collaboratively with government agencies, host-country governments and counterparts, and international donor agencies; USAID experience preferred
    Strong interpersonal skills and proven ability to manage relationships with counterparts, beneficiaries, subcontractors, staff, and USAID
    Demonstrated leadership, versatility, and integrity
    Experience implementing programs in Uganda or East Africa
    English fluency required

PURPOSE OF POSITION:

To provide technical and direct management oversight of all the food aid programs in Uganda with a view to ensure quality food programming, systems and procedures and accountability within the framework of World Vision and donor standards and guidelines.


KEY RESPONSIBILITIES:

        Provide strategic programming and system support for the food aid program including assistance with project design, proposal writing, budgeting and fund raising with WFP, US Department for Agriculture and Support Offices.
        Ensure proper food handling and accountability systems are in place including the maintenance of all required records and documentation and installation and operation of Commodity Tracking Systems (CTS) & Last Mile Mobile Solution (LMMS) in every food aid project site.
        Provide technical support to the food aid programme and ensure that implementation is according to World Vision Commodity management and programming procedures.
        Establish/ maintain effective reporting system to produce timely and accurate commodities reports to World Vision Uganda, Food Programming Management Group (FPMG), donors and to other partners.
        Develop monitoring plan for all food aid projects and ensures that regular and rigorous monitoring takes place during implementation.
        Develop and implement staff capacity building plan for the food aid project staff to meet established standards through on the job training, workshops, conferences and any other appropriate methods.
        Network and liaise with donors and food programming stakeholders for the acquisition of resources and to nature partnerships and represent the organization in coordination meetings on matters related to food aid programming at the district and national level.


KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
        Bachelors Degree in Business Administration, Economic Development, Social Science or in other related field.
        Extensive exposure to food aid programs management (minimum 5 years) preferably with international experience.
        Adequate knowledge and experience in food aid programs and donors standards appropriate to the management of the food programs.
        Knowledge of the Sphere standards, Code of Conduct for Red Cross/ Red crescent, Humanitarian Accountability Partnerships (HAPI) and other international humanitarian standards
        Extensive experience in supervising staff and conducting capacity building workshops.

        PREFERRED:
        In depth working Knowledge of computer software like Commodity Tracking System (CTS) Excel etc
        Ability to effectively develop rapport and relate to donors, NGOs counterparts and government agencies
        Must be willing to travel and a flexible approach to living conditions.
        Must be a committed Christian able to stand above denominational diversities.
