Job Title: CERT ANALYST

Reports to: CERT UGANDA Manager

Role: To plan, execute, assess and monitor all tasks assigned under the Project.

Key Result Areas

a. Plan, execute, assess and monitor all tasks assigned under CERT UG;
b. Manage the CERT  Uganda  Help Desk and raise tickets for all confirmed probable incidents;
c. Conduct risk assessment and security analysis on the reported incidents;
d. Respond and provide support to the CERT Uganda Constituents;
e. Produce periodic or ad hoc reports of high quality for incidents, security threats and vulnerabilities;
f. Develop training modules and technical documentations;
g. Conduct knowledge sharing sessions among other technical personnel on lessons learnt and new findings; and
h. Comply with all CERT.UG’s policies, procedures and guidelines.

Qualification

· Bachelor’s Degree in Computer Science/ ICT/ Engineering (Electronics, Telecommunications, Computer) or any relevant area;
· Knowledge of Internet applications and Cyber security;
· Professional certification in any related field such as ICT security, CISSP/ GCIA/ GCFA/ CEH/ CISA/ CISM is an added advantage;
· Knowledge of at least 2 operating systems (UNIX and Windows);
· Knowledge of security risks, threats and vulnerabilities; and
· Knowledge on cryptographic technologies.

Experience and Knowledge

· At least 3 (three) years of working experience in Information security or relevant field;
· Sound knowledge of computer hardware, internet applications, cryptographic technologies, security risks, threats and vulnerabilities, and risk assessments;
· Knowledge of at least 2 operating systems (UNIX and Windows);
· Good managerial and interpersonal skills;
· Strong analytical skills with ability to prioritize tasks and manage time efficiently;
· Willing to travel on short notice.
· A good team player with good personality and ability to manage stress; and
· Self-starter with high sense of urgency in making deliverables and capable of protecting confidentiality of information.

Job Title: QUALITY ASSURANCE OFFICER (1)


Reports to: Specialist/ Telecom Operations Assessment

Role: To carry out investigations leading to the assessment of compliance of telecom service providers to standards set by the Commission.

Key Result Areas
a. Carry out quality of service measurements leading to the assessment of compliance of telecom service providers in line with the Quality of Service framework as set by UCC;
b. Carry out activities for type approval or type acceptance of telecom equipment in line with the equipment conformity framework and the type approval regulations;
c. Carry out maintenance and calibration of monitoring and test equipment to ensure its functionality in line with the relevant frameworks and to periodically report on the condition of the equipment in line with the unit policies;
d. Prepare and submit reports on quality of service measurements in line with the unit policies;
e. Prepare and submit reports on type approval assessments in line with the unit policies;
f. Contribute to the UCC budgeting process by proposing any necessary additional equipment or upgrades of existent equipment for procurement by UCC; and
g. Develop and maintain databases and filing systems on all activities of the unit in line with the unit policies.

Qualification
· A Bachelor’s Degree in Telecommunications from a recognized Institute or University.

Experience and Knowledge

· At least two (2) years of experience in handling  telecommunications equipment;
· Proficiency in the use of telecommunications equipment; and
· Should have excellent analytical, report writing and interpersonal skills;
· Should be a team player and self driven;

Qualification:

· A Bachelors degree in Computer Science, ICT, Engineering (Electronic, Telecommunications, Computer); or in a related field; and
· Professional certification in ICT security fields such as CISSP, GCIA, GCFA, CEH, CISM is an added advantage.

Experience and knowledge

· At least six (6) years experience in Information Security or related areas;
· Sound knowledge of Computer hardware, Internet applications, cryptographic technologies, security risks, threats and vulnerabilities, and risk assessments;
· Good knowledge of at least UNIX and Windows operating systems;
· Must demonstrate strong managerial and interpersonal skills;
· Analytical and has ability to prioritize tasks and manage time efficiently;
· Must be a self starter with a high sense of urgency in making deliverables and capability to handle confidential information.

Role:  To support the Postal compliance function in the Unit

Key Result Areas

a. Prepare annual inspection plans to cover all postal installations in the country;
b. Carry out regular inspections of postal/courier premises/facilities to ascertain compliance to set quality standards;
c. Evaluate and report on the effectiveness of postal projects in the country;
d. Make recommendations for necessary interventions in the development of the rural postal network;
e. Carry out measurements on the quality standards of postal services in the country and report on the identified gaps in accordance with the quality control framework;
f. Keep track and report on illegal operators in the industry in accordance to the licensing conditions of the Commission;
g. Carry out the necessary investigations in postal related complaints raised by customers and/or operators, in fulfillment of the UCC objectives; and
h. Monitor the activities of licensed operators in the country and generate reports of findings in line with license agreements and UCC regulations.

g. Keep track of the field activities related to the National Postcode and Addressing System; and
h. Monitor the rollout of the national Postcode in line with the established guidelines.

Job Title: Spectrum Occupancy Consultant (1)

Reports to: Spectrum Occupancy and Interference Officer

Role: The job holder is the Technical front line/ on the ground advisor and support to the spectrum planning and monitoring unit regarding matters of spectrum occupancy and utilisation measurements and assessments of  various bands, assignments and services.

Key Result Areas:

· Perform and provide routine and detailed analysis of occupancy measurements to establish utilization levels of allocated bands and radio frequency spectrum assignments;
· Study and assess radio equipment installations and service and network deployment plans and advise on appropriate technical specifications and operational conditions in line with radio frequency spectrum occupancy levels;
· Analyse and report trends related to radio frequency spectrum occupancy levels for various allocated and assigned spectrum and related service bands;
· Operate, maintain databases and advise on the adequacy of systems, tools and equipment used to conduct occupancy measurements;
· Provide technical support to the Regional offices regarding occupancy and utilisation assessments, measurements and reporting; and
· Participate and contribute to planning and monitoring activities including technical evaluation and enforcement of non compliance and conformity issues, radio frequency spectrum and equipment, illegal and misuse cases, correspondences with clients and administrative function of the Unit.
Qualification

· A Bachelors degree in Telecommunications, Electronic, Electrical or Radio Communications Engineering from a recognized Institute or university.

Experience and Knowledge

· At least two (2) years of hands on experience in radio frequency, spectrum management or radio – frequency communications, preferably in the Telecommunications and/or ICT sector;
· Must demonstrate good interpersonal and customer relations skills;
· Possession of  excellent analytical and report writing skills and technical acumen; and
· Possession of high level of accuracy, integrity and honesty.
